If the water was hot, you wouldn't need a water heater. An oil fired water heater is not a good choice. If natural gas isn't available, the best choice is LP (propane). Almost no maintenance, more reliable and cheaper to buy. If you just have to have oil, do a search for "oil fired domestic boiler".
